John has a valid point - it is often much cheaper to rebuild completely.

If you look at the Asian Art Museum in San Francisco, they are spending a sizable amount of money ($200 mill, from what I heard, but that is still up for verification) to simply redo the interior of the old public library building. Building from scratch could have been much more cost-efficient.
