The Wheel was developed by preservation professionals, and it has been endorsed by the Federal Emergency Management Agency (FEMA) and many other federal agencies and national organizations. The task force is an initiative of the nonprofit Heritage Preservation, FEMA, and the Getty Conservation Institute. The Wheel's initial production and free distribution were made possible by funding from the National Endowment for the Humanities, the St. Paul Companies, Inc. Foundation, and an anonymous foundation. These partners will produce a Spanish-language version of the Wheel later this year.
