There is another way to look at this. Museum's have financial resources which they choose to allocate in a variety of ways. Sometimes that money is allocated to staff salaries, sometimes to exhibits, programs, maintenance and PR and marketing. Every allocation is a choice. It is possible to pay staff more and spend less on other things (cf the recent discussion of exhibit costs). To paraphrase a friend's comment from a related context, if the lights are on (i.e., the electric bill is being paid) the museum has the resources.
