using Access behind a website with Java or VBScript works great. it's performance, however, depends on the activity of the site. if your site is seeing HUGE amounts of traffic then scaling it up to a larger product would be warranted. In my opinion MS SQL Server is better scale up than Oracle because it is relatively painless to take Access to SQL Server. Especially so if you are in Access 2000. However, if the box that your site is on is not a Windows NT (or 2K) machine then Oracle is probably your best bet.
