As Judy points out, museum poster-type ads on buses, at bus shelters, or
in subway or other transit systems, especially ones regularly used by
tourists, seem more common than billboard ads. Ads are also sometimes
placed in airports that serve the region where a museum is located,
local convention centers, visitor bureaus .... etc.. I'm not sure if
there have been any studies on how effective they are, but I know that
the Smithsonian sometimes advertises in the Washington, DC subway system
(Metro.)  In addition to museum marketing departments, you might ask
local tourism boards if they have any info. for you. Consider also, for
example, placing web ads on sites promoting tourism for your area, if
you have not already done so.

States and municipalities have very different regulations for billboard
advertising.  For example, Wisconsin has very restrictive rules about
billboards, consequently billboards that enjoy a high rate of daily
viewing command extremely high prices.

Perhaps 20 years ago, the Milwaukee Public Museum
(www.mpm.edu) used billboard advertising for an extended period of time
-- perhaps you could contact their marketing dept. to see if any studies
were done then or more recently.  I don't know if they still do
billboards.  

More successful (and more affordable?), and still being done on
occasion, are the advertisements on the sides of Milwaukee County
Transit buses and bus passes.
