My guess is that digitizing would be more expensive that standard
photography unless, of course, you have access to the computer gear and
not to the photographic.  I consider color xerox to be terrific for works
originally on paper--drawings, etchings, documents, etc., but not quite
as great for photos.  The major problem is that easily obtained maximum
size is 11 X 17.
I am not aware of any actual evidence that there is any differency in
potential damage to the original caused by photographic copying,
scanning, or xeroxing (b&w or color).  I would be very happy to have any
references on this subject.  HTH
