I think you missed a point there, Deb;  the proposed facility is NOT planning to collect or preserve art, artefacts, or specimens (and I certainly hope they don't start if they aren't planning to house them!).

The ICOM museum definition is; 
"A museum is a non-profit making, permanent institution in the service of society and of its development, and open to the public, which acquires, conserves, researches, communicates and exhibits, for purposes of study, education and enjoyment, material evidence of people and their environment. (...)"

So, by this definition, the proposed facility would not "qualify" as a museum.

There were a bunch of these that sprang up across Canada in the Centennial year of 1967; they were called "Exhibition Centres."  Since the 80s I believe most of them have either shut down, or were folded into community museums.
