Its too late for the current problem, but, keep your employees in the loop.  If they know that the 
budget is an issue, they will understand what is happening... it won't be a surprise.

I have a budget problem at our house museum.  I may lose a staff person.  If so it would happen 
next October.  She knows.  We have started a new camp program which if successful will save here 
job.  She is invested in the success of that program in a really positive way.
