About service animals:

 All service animals must be allowed.

 About the incident w\two dogs: if the dog was in training, then the owner
and the trainer needed to be present.  If the trainer had been there, the
incident would not have happened.

Dogs get certified once they no longer behave poorly in public.
They are meant to service, protect and help their owner.
They are of no use to the owner
 When they behave as was described.
