Hi Barbara,
You should probably empty this artifact of its kerosene.  It is not good to have this flammable liquid in a collection item.  Anyone can do this- it is not that hazardous.  A little WD-40 sprayed around the rim area of the cap should help loosen it and if it is really stubborn- a careful use of channel-lock plyers should break it loose.
You can pour the liquid into a glass jar and drop it off at your local service station.  They should be able to add it to the oil that they save for recycling.
