The Wisconsin Federation of Museums actively worked on this issue. The main
person on the project was the Curator of the Experimental Aircraft
Association Museum in Oshkosh. Wisconsin did pass a law about this directed
largely by them.
 
Of course then there is the object ownership of Native American artifacts.
