Yes, laminating usually refers to a permanent bonding of an item with plastic
under heat and pressure that alters its character, while encapsulation
involves placing it in a safe package--like a Mylar sleeve, either sealed or
unsealed--perhaps with a stiffener such as an acid-free board, for stability and ease
of handling.  You want a technique that's reversible to facilitate future
inspection or treatment, etc.
