We will soon start offering a weekly, two hour long family program.  There 
are only 25 spaces available, with reservations required.  

Has anyone had success in limiting the number of times people can sign up 
for a program, so you don't see the same families every week?  Also, if you 
have successfully placed limits, how do you handle a wait list?

We will eventually be expanding this program, so this problem has a seven 
month limit. 

I'd appreciate any useful advice.
