Exactly right!  However, the language of the Library Services and
Technology Act (LSTA) that became part of Public Law 104-208 *is* the text
from House Report 104-863.  If you look up Public Law 104-208 on Thomas
<http://thomas.loc.gov>>, you will be referred to the House Report.  The
LSTA which is under the Museum and Library Services Act of 1996 is buried
about one-third of the way through the report.

If you want to avoid the trouble, I would be more than happy to fax a
copy of the LSTA to anyone who is interested.  I already got John
Chadwick his copy.
