Assuming you own the copyright to your images, follow the lead of professional photographers. Images are 'leased,' not sold to the buyer. It's a hard concept for the customer to understand, but you continue to own the images, and the fees paid by the customer allow them limited use of the images for a certain period of time. You as the owner control the usage of the images, especially if the images are going to be used for commercial purposes. Consult with a photographer, or search the internet - some of them post their policies on their websites. In light of all this, absolutely don't let the customer do their own scanning.
