I think most physical security specialists would start with key control,
just as we do in our homes.  Who has keys to the building, the exhibits,
the storage areas, the files...and why?

I recall an incident in which prehistoric items were stolen from a very nice locked
case in a library.  The case was not where it could be monitored, but the worst part
was that the key to the case, clearly marked as such, was kept in the drawer of the
front checkout desk.  Dozens of people worked at that desk during the week and
therefore had easy access to the case.
