Hi Anne,
I use the figure of $20 per artifact as our "average."  This is based on an 
average of three hours worth of work per item.  We use a minimum insurance 
value of $20 for each artifact because this is our cost for processing it.  I 
established this figure about 10 years ago, so realistically, it is probably higher 
today.  Our labor costs are fairly low, as we use workstudy students to do 
most of the processing.  Hope this helps.
