At the Homestead Museum, we define a "public program" as any program
created/maintained for the general public, such as tours, events,
workshops, publications, concerts, fairs, etc. In comparison, we have
programs only for volunteers (e.g., field trips, training workshops,
recognition dinners) or researchers & scholars (e.g., research library,
collections catalogue).

Hope that helps.
