Thank you to everyone who responded to my WPA art query, including
interested appraisers(whose info I will pass on to the proper people). The
list rules.

I discovered that all commissioned WPA art is government property. Although
they have no desire to assert said ownership over other public
institutions, they are very interested in knowing where all said works are
located. In that vein, the U.S. General Services Administration has been
working to compile such a list, which is available upon request(currently
in volume 2). They also provide information and assistance to institutions
working on such projects.

Based on several responses and some follow-up I have done, the contact
below is the best first step. The GSA people should be the first step in
WPA art attribution/appraisal/etc. They will also then be able to
provide/suggest options for the next step(s) in the process.
