There is a police museum in Memphis TN (on Beale Street, if I remember
correctly) that has a significant collection of confiscated drug
paraphernalia on display.  This museum is very small and located in a
working precinct office, but I'm sure they could provide some information
on the careful handling of drug-related items, and any legal issues that
might arise from their display.  I don't have an address, but I'm sure if
you contacted the city's tourism office, they could give you a telephone
number.
