New York Conservation Center has worked with the New York City Art
Commission, the NYC Department of Cultural Affairs, the Municipal Art
Society, and many others, and has provided a consultant in many NYC Board
of Education Percent for Art sculpture commissions. The Center's role in
these projects has been to review and guide planning and design, working
as advisor to project managers, artists and fabricators/foundries. The
consulting sculpture conservator is brought in early, to help eliminate
built-in conservation problems, to specify the future maintenance programs
for keeping the art in good condition, and to enhance project
implementation. The cost is minimal compared to the rest of the project
budget, and in view of the beneficial impact.

This seems to be a reasonable model, the results have been very
good, and other commissioning authorities (San Francisco, Miami, National
Parks Service, etc.) have used similar approaches.
