We've learned that we can't make a deal with everyone coming through,
although we try.

You have to set your best offer, knowing your bottom line to protect the
interests of the institution, and sometimes not dilute the value of the
collection, and stick with it.

It can be tough when it's from prominent people or where there's
pressure from the "powers that be."

I think it depends on who is asking for the image.  We're surrounded by
3
small local colleges, and we always receive multiple requests from
students
at the end of the semester.  We give those (low res) images at no
charge. 
For requests from non-profits we try to charge only the cost of
materials. 
Although that can vary depending on the format, resolution and length of
use.  We have had a non-profit ask for reproduction rights in perpetuity
on
one occasion.  

We also had one request from an artists' family that wanted to publish
two
images in a retrospective book.  They needed high resolution color
digital
images that we could not produce on site.  Our best price was too high
for
them, the email exchange became very heated, and in the end they did not
put
our images in their book.
