There is now a near-official standard, developed with funding from US
Federal Office of Library Programs and involving Lib. of Congress through
Online Computer Library centre Inc., Nacy B. Olson, Editor, 1995:

   Cataloguing Internet Resources: A Manaual and Practical Guide

(ISBN 1- 55653-189-3), and available on-line on WWW in two forms (though
I think the text is the same:

http://ftplaw.wuacc.edu/listproc/intercat/manual.txt  (approx. 73K long)

http://wings.buffalo.edu/libraries/units/cts/Internet/olson.html (approx.
81K long - also beware of the capital "I" at "/Internet/" in the address.

It is available for free distribution and use providing the copyright
statement and attributions are retaained in full.

The whole document assumes familiarily with contemporary library practice
(especially the current Anglo-American Cataloguing Rules - AARC, as well
as the MARC machine-readable cataloguing format) though it is not too
difficult to extract the principles involved in eg. producing
standardised academic journal citations for Internet (and indeed other)
computer file publications and records.
