I don't think that Wings over the Rockies is a US govt museum, as Lowry AFB is no longer an active base (closed 1994).  The museum went private I believe (although it was designated by the state) after the closing of the AFB.

A question:  Is the U.S.government museum, Wings Over the Rockies at
Lowrey Air Force Base, a 501c non profit museum ?  I suspect it is not
and thus this protest is watered down a bit.
