>>II. The Program for Cooperative Cataloging<<
The Program for Cooperative Cataloging (PCC) is an
international cooperative effort of the Library of Congress, the
National Library of Medicine, the National Library of Canada, the
British Library, OCLC, RLIN, and an expanding membership of
libraries that have chosen to participate in one or more of several
cooperative cataloging projects (NACO, CONSER, SACO, BIBCO) and
join the PCC.
Established in the fall of 1993 by the Cooperative Cataloging
Council (CCC), the PCC's mission is as follows:
"In support of the need to provide access to materials in
libraries' collections, the program will seek to increase the
availability of unique records created under mutually acceptable
standards, to facilitate the creation and use of these records, and
to provide leadership in the information community."
The PCC's five year (1994-1999) strategic action plan includes
the following:
Goal 2.1: Develop standards that will support wide use of records
in a cost-effective manner.
...TASK 2.1.4: Identify a standard core level record for the
monographic forms of non-book formats, beginning with the music
format.
A Core Bibliographic Record for Music Task Group, chaired by
Joan Schuitema (Northwestern University) completed its work in
1994. The result was two core bibliographic record standards, the
Core Record for Printed and Manuscript Music (CBR-MU), and the Core
Record for Music and Non-music Sound Recordings (CBR-SR). These
join the existing core record standard for monographic printed
works (CBR-BK) as accepted PCC core bibliographic record standards.

>>III. The PCC Core Bibliographic Record for Audiovisual Materials
Task Group / The PCC CBR-AV project:<<
Per its strategic action plan, the PCC established a new, PCC
Core Bibliographic Record for Audiovisual Materials Task Group (PCC
CBR-AV Task Group) in the summer of 1995, appointing Eric Childress
(Elon College) as chair. During the summer and early fall of '95,
the PCC CBR-AV Task Group members were appointed, its final charge
approved, and the task group began work on defining core record
standards for audiovisual materials (i.e., AACR2 Ch. 7, Moving
Image Materials; and AACR2 Ch. 8, Graphic Materials).
Members of the PCC CBR-AV Task Group: Eric Childress (Elon
College (Elon College, NC)), chair; Diane Boehr (Costabile
Associates (Bethesda, MD)); Nancy Erickson (Minnesota Historical
Society); Jane Magree (UCLA Film and Television Archive); Roger
Minier (NWOET Foundation, Bowling Green State University); and
Glenn Patton (OCLC, Inc.). The PCC Standards Committee liaison to
the task group is Joan Schuitema (Northwestern University). Three
Library of Congress staff members, Ann Della Porta (Regional and
Cooperative Cataloging Division), Harriet Harrison (Cataloging
Policy and Support Office), and Stephen Kharfen (Motion Picture,
Broadcast and Recorded Sound Division) are serving as task group
liaisons from their respective offices.
Over the last several months, the task group has developed
drafts of:
1) a core record for moving image materials (CBR-MI/draft/1P)
2) a core record for graphic materials (CBR-GR/draft/1P)
The PCC CBR-AV Task Group is now making these drafts available
(the actual draft core standards will be issued in subsequent email
messages) to the special formats and general cataloging communities
for comment. [For more details on the comment and revision process,
see Section V. Working Timetable, below.]
>>IV. The core-level bibliographic record concept<<
Developed by the PCC, the concept of a "core-level"
bibliographic record is that of a greater-than-minimal, less-than-
full standard level of catalog record created in accordance with a
carefully defined core bibliographic record standard, said standard
having been developed in consultation with the appropriate
cataloging communities.
A core-level bibliographic record IS:
1. a bibliographic record created to a new level of
completeness, a level between minimal and full level cataloging.
2. unlike minimal-level records which are characterized by the
inclusion of minimal data elements needed for identification. The
core level record contains elements required for identification AND
for access.
3. unlike full-level records, at least to the extent that
core-level records emphasize the inclusion of *required*
descriptive elements, the *streamlined* assignment of subject and
descriptive access points, and a greater tolerance for local
cataloging practices and priorities.
4. distinguished by having all of its access points under
authority control (and represented by records in the national
authority file) and by containing at least one subject/genre/form
heading (if applicable) authorized by the appropriate authority.
(PCC institutions are all NACO contributors and are authorized to
create or amend national-level authority records as necessary.)
5. dynamic, at least to the extent that a core-level-compliant
record may be upgraded (possibly in stages, by one or more
institutions) all the way to full level. Based on local policy and
priorities, individual institutions may choose to add non-required
elements to a core-record during: A. original cataloging, B. copy
cataloging, C. upgrading/enhancing activities as authorized by
their network.
6. readily identifiable -- PCC institutions will be authorized
to mark records which they have created under or upgraded to core-
level standards with an easy-to-identify code in the USMARC record.
(The precise mode of identification is currently being finalized.)
The core-level record is NOT a substitute for full- or
minimal-level cataloging. It will not serve needs of every catalog
record user. The core-level record's chief advantages: 1) it
offers libraries a choice other than full or minimal -- individual
libraries may choose to use the core-level option for selected
categories of materials, categories that are judged too important
for minimal level, but not important enough to warrant the cost of
full level cataloging; 2) the availability of core-level records on
the bibliographic networks should contribute to streamlining in
local copy cataloging procedures for most libraries -- even if the
local institution chooses to add additional information to the core
record, the core-level record will represent a known, high standard
in cataloging quality for member-input copy (including full
national-level authority-supported name and series headings).
