Dear Merri,
I would do both, and.  Send your letter to the correct person - the business
manager - and copy it to the Curator of Education with a personal note that
you would enjoy working with this person for .....reason (another case of -do
your homework!  Find out what this curator does and what special aspects
would interest you and include it...very impressive if you have knowledge of
the job and museum and express your reasons why you would fit into their
work).  I would also e-mail AND send a copy of the letter by snail mail.
E-mail can sometimes get lost or deleted - snail mail tends to last longer :>)
