Dear Michele,
You've gotten some reponses to your question, but no one mentioned Light
Impressions.  While many of the products they sell can now be found at
places like Office Max, they still have really complete line of archival
materials and give good service: 800-828-6216
Otherwise, I'd give the volunteers some training in good museum/archival
practice  (gloves, pencils) and collections management.

I work for an organization involved in Historic Preservation.  We have
several boxes of older photos and volunteers who would like to archive them.
However, this work is not in the organization's budget for this year.  Does
anyone have suggestions regarding minimal items we should purchase in order
to properly handle and maintain these photos?  Our executive director said I
could have about $200 to get supplies for our volunteers.

Michele...at the very least they could go into acid-free folders &
boxes.  Label in pencil and worry about further divisions, mylar
sleeves, etc later...but at least you'd get them out of the boxes.
BIG TIP -- call Gaylord's Bid Quote Department at 1-800-469-1592.  I
have found that while they don't carry EVERYTHING you may possible
need, they have all the basics and their bid quotes are well below the
list price.  Good luck!
