Regarding this issue, you may want to contact those states which utilize
prison labor - ie: "chain gangs" on state property (such as a state
funded museum) or on state-sponsored projects.

We recently completed a project for a "state" museum and noticed that
the front driveway was being cleaned (with industrial equipment) by just
such a "chain gang" being guarded by the usual state prison guards.
