I was recently in Seattle for a conference on preservation of
paper-based collections by the NEDCC, and in the session for
copyright/law was the mention of the Berne Convention in which the
entire world be was involved in international law regarding rights
pertaining to this discussion in the 19th century(?) and that the US
failed to participate until 1989.  Please do your own research and those
who are more familiar- please put your voice in to this...
