At English Heritage we don't charge loan fees as a matter of policy.  We
do pass on direct costs incurred (but not currently the cost of staff
time).  There are two reasons for this, firstly we see a mutual benefit
in museums lending objects to each other without charging a fee.
Secondly if we were to charge a fee that was actually going to meet the
staff costs of loans then then we would have to charge in the region of
1,000 pounds per loan (c. 1,760 US dollars) this assumes 36 hours work
split between curator, conservator and assistant registrar and includes
the figures for "staff support costs" generated by our finance
department as well as the actuall salary.
