Hello--
        Why not try contacting one Jim Ferrigan of Flag Services Company,
Inc? (http://www.flagservices.com/About.htm) I knew him (slightly) years
ago when he was a nice guy.  He was then and probably still is reputed to
be one of the top flag experts in the country...and he's probably still a
nice guy so maybe he would look at your picture and give you some info, or
at least forward you on to someone who could help you.
