This is very true.  When I interviewed for my current position, it was being
offered at a laughable salary.  Since I already had a job I could afford to
be brave, after my second interview when I was pretty sure they were
interested in me I asked them to increase the salary to a certain level
before I could accept the job.  They hemmed and hawed, then agreed to give
me that amount at the start of the next fiscal year (3 months away from when
I would start).  I agreed to what amounted to a pay cut for 3 months, then
got a great job at a decent salary.

Also, since I make my own annual budget (which includes salaries!), I am
sure to include an appropriate salary increase.  I don't always get all of
it, but I get most of what I ask for and one year I actually got more.

It really pays to be proactive.
