My daughter works for a supermarket, where she is
visited about once a month by the secret shopper.
She's never afraid of that person.  Conversely, she
welcomes it because it's a case of catching people
doing something right.  She consistently gets high
marks, but, more than that, there is an incentive
awarded by doing so for the secret shopper.  I don't
think she has ever figured out whom that person is,
but she performs in the workplace as though any
customers is that shopper.

I guess what I'm trying to tell you is that, intead of
using the shopper to catch you doing something wrong,
how about considering catching the employee doing
something right and reinforcing that behavior with
some sort of benefit (gift, day off, best parking spot
in the place for a week, whatever)?
