Michael-
The city adjacent to Los Angeles with a public access board is Santa Monica,
which is its own city, not a part of Los Angeles (I know, I used to live
there).  The system is called PEN (public electronic network).  You could get
access through public terminals at the Santa Monica Public Library, and it
included all city council meeting minutes, postings on city activities and city
rulings.  For anyone interested I noticed that the most recent issue of the
ASIS Journal has an article on the project.
