There are laws, both state and federal, that govern this issue. (In a couple
of my previous real-world jobs I worked at a law firm, and in personnel) If
memory serves, docking an exempt employee (either their pay or their leave
time) for tacking off less than a full day of work can, by law, make that
person a non-exempt employee. That is one of the criteria. Please see
