This is all great, if you have the staff, time and budget to do so.  I
think a recognition (by name of the person who has gone on to better
things) is enough.   This would be a major job to research, track and
find out about all volunteers, then write, type and produce the
information in newsletters that are already crowded.   A memorial page
is fine.   Local newspapers cover the obituaries, and that is up to the
families.  

Just my humble opinion.
