If I got this sort of request from a funder in the UK they would be more likely to want an answer which gave details of what the staff they pay for actually deliver e.g.

Providing X sessions a year for local schools
Opening the museum on x no of days resulting in y number of visits 
Maintaining historic objects/archives from the town for the benefit of future residents.

Hello,

I'm writing a funding request to our city and they have asked us to
breakdown where the money is going - ie. what services they are "buying." We
use all their money for staffing, which is about 70% of our budget.

While I know that the largest part of any non-profits budget is staff, I
can't remember what the specific figure is that I've seen sited. Does anyone
know?

Barring that, can you tell me what percent of your annual budget is spent on
paying staff?
