Dear Deborah:
The system you refer to is called "Tethering" and as you state,
it is a helf measure.  I use it sometimes, but don't like it.
   We have display areas in the Student Union where rotating
exhibits are hung.  I always screw the pictures to the wall with
four square drive screws (available from McFeely's 1-800-443-7937
1620 Wythe Rd.  / Lynchburg, VA 24505-1169 ; also from Brookstone
& others).  If the pictures are in standard metal section frames,
rather than attach wire I put four wire hangers on facing out,
