A colleague needs to make a decision in the next week and a half about
database programs and she asked me to post her dilemma.

Briefly ... the organization does not have a lot of money, but they
desparately need a new database program.  Some people have suggested buying
Filemaker Pro because it is a cheaper alternative to Access.  These people
believe that the organization does not need the array of tools that Access
provides.  Other people, myself included, have concerns about using
Filemaker Pro because the organizations' computer is an IBM.  I know that
Filemaker Pro was orginally written for Macs and with the advent of Access
from Microsoft I wonder how long they will support Filemaker Pro for IBMs.

There may be other database programs that might be better than either of
these two options.  At this point the database is needed to organize
information about 1,300 members.  However, depending on what program is
purchased other uses could be employed.  The organization runs a gallery
which showcases juried and touring exhibitions, a permanent collection, a
historic home, classes for adults and children, and a annual outdoor arts
show of 100+ artists.
