Yes, I suggest they check the Greater Philadelphia Locksmith Assoc
website (www.gpla.org).  It can search by ZIP, and incompetent shops
rarely pay dues to join trade associations.

Emailing a couple of the GPLA officers could narrow the choices...you don't
want to waste time calling automotive or safe/vault specialists.
In general an "old" shop is better; they're more likely to have dealt
with these sorts of locks and to have spare parts in some dusty corner.

For some reason, Chicago and Philly locksmiths have a special connection;
representatives often attend the trade shows and awards banquets, as well
as supporting fundraising efforts.  Probably goes back to an unfortunate
locksmith convention "incident" in the dim past, with alcohol involved!
