It sounds like your looking for a graduate program in Museum Studies. For
the NY area, Seton Hall University has an MA Museum Profession program.
There are three areas of study, Administration, Registration, Education. The
program has a core base in Art History and works in conjunction with the
other schools. For example, the administration track works with business
school. I just completed the program pending my thesis, it's a good program
overall and there are contacts to enter the working field. 

For the D.C. area, I would go with George Washington. When I was looking for
programs, I looked at these two and Nebraska. Good Luck.

Columbia University in New York City, New York University, and Harvard, of
course.
