Sounds to me like you could use slotted bins.  It is not ideal, but it *is* mobile and stackable and will hold a lot for the space.  If you have the book "Conservation Concerns" there is a picture of one in there.  But basically it is a square made out of wood (we use sealed melamine coated plywood) with several veritical slats on the interior.  You make the squares the same width so they can be stacked.  The framed works slide in (pad the bottom of each slot - we use ethafoam covered with Tyvek) and out easily.  Store the works face to face & back to back and put blueboard or something stiff in between to keep them from banging in to each other.  Make sure to put them off the ground 4-6 inches .  When you move, take the pictures out and roll the bin on a dolly.
