The problem with using grants to pay for staff is that the money is not
a reliable source for stable and long-term employees, these are the
folks you want around because once established, they are invaluable to
the development of the museum as a whole.

My understanding is once a museum has established a healthy endowment
(or some such similar account) and keeps building it up, then the
salaries and benefits for permanent staff may be supported more easily.
Your museum's Board of Directors should know that their primary duty is
to give $$, get $$, or get off.  If that is understand, your search for
and securing of financial stability will be much more fruitful.
