It's very simple - almost all resturants and stores and I would bet most libraries and public buildings restrict bare feet from the premises. For all the reasons already given I would add that it's a matter of respect for the historic site, museum, or cultural institution.

As for dogs - that is pretty clear too, with the provision that people who are disabled and need a guide dog are exempted and permitted access.
