You might check with the Smithsonian for how they control access to storage
areas. Our primary collections storage facility is off-site so there really
isn't any public access except with a staff member for a very special
reason. We control access to our library stacks and collection dept. files
via locked doors. Nobody except who has a key to those spaces may enter
when the room's unoccupied. When the staff is working in the spaces other
staff members may enter. Outside visitors, i.e public, are escorted back to
these spaces if necessary.
