While blame obviously go to the looters themselves, a certain amount of
blame has to fall on the Coalition, who, having invaded Iraq and deposed the
Baath party regime have left a vacuum in terms of law and order on the
streets of Baghdad. Lawlessness was bound to break out, and yet the Pentagon
has not only said they are not policemen, but they didn't have a plan to
deal with this. As an ex-soldier who has seen his fair share of civil
disturbances, I can tell you that can only be one of two things - bad
planning or a deliberate decision to allow it.

Either way, the Museum has suffered, as have ordinary citizens.\
