War trophies are not neccesarily "Stolen art or loot".  I have formerly worked in the army  museum system. We accepted a tank taken as a trophy of war.  ALso, these guys will purchase, barter and be given things from local while they are there.  They are not necessarily stolen from institutions.  The military instructs the men that they cannot ship or take home weapons, arms, stolen art, stolen cultural items. The men's belongs are checked as they leave for home and packages are suppose to be checked. If you receive something that is suspicious, check with teh military and I think there is a commission set up on the cultural antiquities  of Iraq to prevent this type of thing from happening.

how can you even consider accepting works of art stolen from another
country!? i don't see that there is any "fine line" on this issue...you
will cross "the line" if you accept those works. better to figure out
how to return items (if presented to you) to the museums from which
they were looted!
