OK, I found it. The site that Eric is talking about is the dump at 27th Avenue
and Lower Buckeye Road. It is now called the Solid Waste Management Facility.
It was started in 1991 (July 25th, to be exact) and was finished in 1992. The
two architects were Michael Singer and Linnea Glatt.

According to the article I found in the ARIZONA REPUBLIC (June 3, 1992: E3),
the facility was situated to take advantage of views of South Mountain and
downtown Phoenix.

The article's title is "Getting Down in the Dump - Invitation to Trashy Party
is Tough to Refuse". There are two photos as well (and no, I didn't look at
them yet.)
