Check the Museum-L archives for a discussion on this topic from early 1997.  Also check your local laws.  A few years ago, the museum where I worked turned over to local police detectives some labelled vials from 18th- and 19th-century doctors' kits.  (A special license would have been required to keep them in the collection.)  The morphine, cocaine, opium, etc. were tested and found to be very potent!  The detectives returned the empty vials to us with labels intact.
