I would like to reinforce Larry List's comments re providing a sliding scale on photo reprint fees for academic publications.

In addition to my day job, I am managing editor of _Clues: A Journal of Detection_ (the oldest US scholarly journal on mystery/detective/crime fiction) and edit a mystery companion series for McFarland & Co; I've also published an anthology of accounts by US women in WWI. Any fees for photos used in these venues come out of my pocket or another author's pocket. Many authors at McFarland write about film, and the fees for film stills can be prohibitive. I can safely say that none of us are reaching bestseller levels with our royalties on our works. Thus we deeply appreciate when libraries, archives, museums, and similar institutions recognize the value of scholarly works and provide a break on or waive fees. One auction house allowed me to use a lobby card from a Theda Barr film of _Lady Audley's Secret_ for proper credit and a copy of the book.

For the journal, I had an excellent experience with the Wisconsin Historical Society, which charges a reasonable reproduction fee, has an online catalog, and delivers high-resolution digital images speedily via email (particularly appreciated in an often tight production environment).
